He can be 3 yds downfield before ball is thrown. You can't impede a player's ability to catch the ball on a forward passThe offensive player, when an eligible receiver, has three yards past the line of scrimmage.

The "neutral zone"
This is nitpicking, but I think that is the point. For a referee to call this penalty, which is substantial, I would argue they are predetermined to make a call.
