What did USC do? The Bush family took money from a street agent. The NCAA had zero evidence that anyone on the USC staff knew about it. That’s why they had to manufacture the whole “should have known” nonsense against Todd McNair.
The street agent bought the Bush family a house thinking Reggie would automatically sign with them. The time came, he signed someone else as his agent. The street agents then demanded money returned which was used to purchase the house. Reggie told them he did not make the deal with them and to kick rocks. Angrily the street dealers told Reggie they’d turn the whole story over to the NCAA. Tell ‘em said Reggie. SC knew nothing about it at all. The rest is history.

Bush admitted that his actions were the reason USC received sanctioned and vacated wins.

So sure, he never got charged because he gave the Heisman back voluntarily and admitted what he did. What could the NCAA or Heisman Committee do to him at that point anyway?
Completely false. He never admitted to wrongdoing, and that's why his lawsuit against the NCAA is still open.

Actually, it's true Bush was the reason USC was punished and everyone knows it and he admitted as much. Of course that's true.

That's VERY different than admitting the charges were just, which he didn't.
