I don't know why everybody expected CPC to keep up with the living situations of every parent of every player on the team across the country, that's the only way he would have known.
Consider Arian Foster's NFL career vs. Reggies and ask yourself if they played the same competition level in college. Reggie would be an alright back in the SEC.

We had a failure in our responsibility to conduct compliance, per the NCAA. Very different from paying him to sign--not sure why we would since he had been on the team (2) years before the infractions began...

Even if it wasn't, I don't see why it should be expected of the compliance department at every university to personally investigate the living situation of every relative of every varsity athlete.
