What do you mean private? Don't all universities have fees? A private school over here just means you have to pay to attend, as opposed to a state school which is free.
Basically a state school vs. a private school. State funding and monitored vs. privately funded.
Student is still paying either way.
University of Texas (longhorns) are a state school. Rice is a private school.
Tennessee is a state school, Vanderbilt is a private school.
