why would it be pandering? because the left thinks they have a monopoly on African Americans and that any conservative black must be an Uncle Tom?

It could be that Steele represents a nice contrast from left wing African American mouthpieces like Al Sharpton and Kwesi Mfume.

Though the GOP has put African-Americans in high level political races.........is it all pandering or is the GOP legitimately trying to reach out to African-Americans?

Well considering how the pandering to Hispanics over the past 4 years hasn't worked, let's try another minority group. Trying to win over groups by throwing up a charismatic person of that group is a little demeaning to say the least. Since the GOP saw a huge loss of the Religious Right, they ought to throw James Dobson in there. Or bring in Ralph Reed. With his primary loss and his failing consulting firm, he has nothing to do.

I think the choice of Powell and Rice had more to do with their qualifications than any pandering attempt.

I'm not sure where these names came from but since you brought it up....

Considering how Powell was blocked out from Day One, I'd disagree with that one. He was kept on a tight leash and was given no lattitude to do much of anything. He was blocked by Rumsfeld, Cheney, Feith, and the rest of those called 'neo-cons'.
