I've been thinking about this and have changed my mind. It was morally wrong of the owner to refuse her service. Not illegal, I don't think. But if we start slicing courtesy too thinly like this its going to be counterproductive in the long run.
And in a very real sense, the owner is doing the same thing Trump does when he acts against her in protest of Trump. It would have been better to serve her and take good care of her and then as she left ask if she minded talking a little politics, unofficially, and let her know that you are disturbed by the trend you are seeing and that you hope the administration will change course soon.
If she doesn't want to hear it, that's fine. But it has a much better chance of making a lasting point than asking them to leave.
