No, go back and look at the records.

that dont mean jack as far as the expectations for the sc program go, and holtz did a far better job with that IMO. holtz turned the program around at least. south carolina was already in really bad shape when he got there. when holtz left, he left sc in decent shape for spurrier to take over. 4 years later, spurrier still hasnt really capitalized that much on it.
