Texas Gov. Rick Perry said Monday his state won't expand Medicaid or set up an insurance exchange, joining a growing number of Republican governors who are rejecting two key parts of President Obama's health care law
I imagine that all 27 states than either sued or joined a lawsuit against the ACA will opt out. Tennessee would likely make 28.

Most people don't like the mandate. That poll plays out like everything else with the general public: they like the goodies (pre existing conditions, lifetime limits) but don't like having to pay for them
