Texas Gov. Rick Perry said Monday his state won't expand Medicaid or set up an insurance exchange, joining a growing number of Republican governors who are rejecting two key parts of President Obama's health care law

This is going to be a mess. There will be a lot of states that opt out.

I imagine that all 27 states than either sued or joined a lawsuit against the ACA will opt out. Tennessee would likely make 28.

Attorneys general don't necessarily equate to legislative agreement. Washington was one of the plaintiffs against the federal government but I would be surprised if they opted out of the Medicaid expansion.

It's a bit of a two way street, Wisconsin moving one way and Washington moving the other. I figure somewhere just under half of the states will likely opt in.

Most people don't like the mandate. That poll plays out like everything else with the general public: they like the goodies (pre existing conditions, lifetime limits) but don't like having to pay for them

That's not how people vote. Everything is payed for "by the government", not them. That's why spending levys on ballots often get passed.
