Why not simply mandate tougher sentences that take the judges discretion out of the picture?

Why is that preferable to what the court did here?

Because the sentence is set ahead of time, before the crime is committed and the offender knows the consequences of any action. In this way the sentence is prescribed by law and not a judge.
