yes, and the sad part of this is that there are foster homes that this the main source of income so they "load up" on kids which means that the kids get no individual attention. We only took one at a time unless they were siblings then we took how ever many there were. the most we had at once was three.....we always took every penny that we got and replaced clothing and bought them necessities, most would show up with every thing they owned in a plastic garbage bag
