Regardless of when they were agreed upon it appears they got enacted within about 72 hours of the Tariff threat getting levied. So I’d guess it probably got their Mexican asses in high gear.

The main detail is that Trump backed himself out of a nationally unpopular and costly position. It was a stupid move and just an antic to pump up the base for a week or two. You've probably heard the last of any "deal". Trump's MO.
