That has nothing to do with the decision. 0%. Harvey probably said "Give me 2 baserunners." But there's no chance that Familia's performance until now in this series is the reason Harvey got as much of an opportunity in the 9th as he got.

It's not an agree to disagree. Familia has been a phenomenal pitcher and Terry Collins has 100% faith in his closer. 2 of his 3 blown saves have come with the Royals already getting things going on the base path and seizing momentum. If there was magically another game, Terry Collins would not be phased one bit by sending Familia into the game. In fact, he'd be more than psyched to get Familia in the game.
