That’s actually not true. It does not clearly state that at all. It states that a runner is out if the ball beats him to the bag and a runner is safe if he touches the bag before the ball is caught. There is actually no specific mention of a tie. Ties are almost always called safe because the ball did not beat the runner.Not true; rule book clearly states that the runner must beat the throw. The ole "tie goes to the runner" is as wrong as the myth that "the hands are part of the bat" belief.
