I think you’re absolutely right about the rule. I just think the university putting that statement out likely means this is moving towards resolution. JmoI think the University Student Conduct Board (if I got that right) ruled the way they did because (a) it was off campus and (b) it did not involve a fellow student.

IIRC, his court date (arraignment?) is November 18. Unless he is cleared before then, or the drunken dimwit that trespassed drops the charges, I don’t expect him to play.

And it turns out, in the police report, he still had a handle of vodka in his hand. KPD thinks that's a reliable account, apparently.
And it turns out, in the testimony from two witnesses, there was no chasing down at all and apparently outright belligerence from the ass-kickee.

Rucker for his part is learning and benefitting from the experience he's getting. He had good coverage vs Bama on several plays and just got beat by a better throw.
My biggest complaint with all of UT's DBs is that they aren't physical enough at the LOS.
