OP said we have more ELITE talent in the 2020 class than those states, not more overall D1 level talent.
Typically if you have more elite talent you also have more overall D1 talent. Just look at this year. We got a 3 star instate prospect like Theo Jackson killing it in camp right now ahead of top 100 instate prospect Maleik Gray.
More talent at the top means more depth throughout. We might be 5-6 years away from building a top 5-10 recruiting class on solely instate prospects.
TN is one of the Top 5 states for elite football recruits in 2020. 6 of the top 100 recruits in the initial 2020 class ranking.
The state of Tennessee continues to be an emerging talent hotbed leading the next tier of states with six names along with Maryland. In rough drafts of the ranking, Tennessee had as many as eight names in the tally.

With Nashville exploding, TN will continue to rise.
So recruiting base is officially eliminated as the reason we continue to trail Alabama. They even have to contend with Auburn getting good classes and splitting the talent, while we only have Vandy and Memphis scooping up the 2 and 3 stars.
Typically, but Tennessee is not a typical state right now in recruiting because of the rapid growth. The state has always had a larger population than either AL or LA, but lagged way behind those states because there were other factors involved. With the population boom we are definitely seeing more highly skilled players moving into the state, and I think maybe HS as a whole in the state are maybe now doing a better job of developing kids, but to your point about T. Jackson, there have always been lower rated TN kids who shine in college, Randall Cobb and Patrick Willis being two prime examples, so credit to Butch and his staff for being able to recognize that talent. And I will admit that I have not looked at the 2020 recruiting lists of TN, AL, and LA, but I would be surprised to find TN is producing as much D1 talent as those states. In a few years, yes, but not yet.
