I think they should make teams who have to vacate seasons return money earned for that season to the NCAA general scholarship fund. That would be incentive to stay out of trouble.

This is what USC has wrought with their insubordination. Schools want to at least give the appearance of caring about compliance. OSU knows they are going to get more from the NCAA (they didn't even vacate all the wins they should have since Pryor was ineligible long before 2010), but the NCAA might show mercy because OSU has made an attempt at falling on their sword.

I've only seen basketball programs do the latter; I can't think of anytime, really, recently that a major school self-imposed a bowl game ban
