I don't know who (the article didn't say who) told the families he ordered the release.
The funny part of this, is that Trump was ahead of the curve in 2016. He really was out in front of the intelligence community's public assessment. Had he stuck to his guns, he could look the part of a hero right now. The man has no integrity. The bottom line with Trump will always be whatever is best for his private business ventures. Everything is transactional.
