Without knowing about the Steele dossier, it's use and origins the story is different. IOW - we can't ignore the part of the story that isn't in the Mueller report. Let's add the Horowitz report on the Clinton email investigation, the one currently underway on this investigation and the Huber report along with the Mueller report under those conditions and I'll agree with the tweet author.
