I don’t understand why they don’t have every person answer every question. Limit the time they can speak and cut the mike off. It would force quality relevant questions and silence the chaos.

Announce rules of the debate and have them acknowledged in writing aforehand. These include technicians muting all mics except for the participant to which the question is posed, the participant given the opportunity to respond, etc. Then, knowing they're off mic, see how many are willing to look foolish trying to shout their way in.
