Yes. Tennessee's current set of ideologically backwards horse dicks in the state legislature aside, Tennessee actually can be a swing state at times if the proper amount of attention is given to it. If Gore focused more on his home state then he might have won it just like a certain Clinton did. Twice.
That failure is on Gore's campaign. That entire election was framed as "the lesser of two evils" as if they were the same guy with different personalities. Bush was the guy you'd drink with and Gore was the stuffy old librarian who talked like a zombie... Issues? Please. Image wins major elections in this century.
