Very odd flight trajectory.

No it's not. They're landing on Runway 23L. TYS Approach brings traffic on the downwind, gives them vectors (heading) to final and turns aircraft inbound to join the localizer that lines them up on 23L. In this weather today, shooting ILS 23L approach.
