Didn't read the NY Times story, did you? Donny, intentionally, ain't in the loop on this. Here's what the story says:

"Two administration officials said they believed Mr. Trump had not been briefed in any detail about the steps to place “implants” — software code that can be used for surveillance or attack — inside the Russian grid.

Pentagon and intelligence officials described broad hesitation to go into detail with Mr. Trump about operations against Russia for concern over his reaction — and the possibility that he might countermand it or discuss it with foreign officials, as he did in 2017 when he mentioned a sensitive operation in Syria to the Russian foreign minister.

Because the new law defines the actions in cyberspace as akin to traditional military activity on the ground, in the air or at sea, no such briefing would be necessary, they added."
Trump is the commander-in-chief. Why wouldn't he (or shouldn't he) be briefed about this measure? What kind of rogue elements do we have that feel the need to bypass ANY president on something like this?

You've just made the case for draining the swamp and admitted that there is indeed a Deep State that is controlling things... not the POTUS.

People complain the executive branch has usurped the war authority of the legislative branch, but have no problem with the bureaucracy usurping the power of the the executive branch. Why? Trump.

People complain about what the agencies are doing but have no problem when the President of the United States stands next to Putin and says he believes the Russian leader rather than his own government.

Nope. On this one, you Trump leg-humpers are equipoised, and therefore unable to choose between, the "this shows the deep state is real and out to get Trump" camp and "this is fake news since it's from the NY Times" camp. It's fun to watch.

Carlos posted over in amateur hour that Trump wasn't told because the agencies didn't think he could be trusted. Personally I think it's a great idea to be prepared to sabotage their power grid; I've always assumed the Russians and Chinese are set to do ours in whenever they felt the time was right. It really gets down to not everything should go on the internet, and the idea of a "smart grid" is really stupid.
No.... you got it all wrong. You want to see America lose it's mind, you start taking down cell towers. If Millennials couldn't snapchat/text/_________ incessantly, they would go spastic.

One of the Die Hard movies did a nice take on what you could start by taking down the internet and phone grid. I think it would actually be worse, and you are right, add in rioting millennials because they couldn't entertain themselves. ... or could be they'd just melt down and add sewer congestion to the mix.
