A guess based on years of experience with situations and general buffoonery in law enforcement: Shaw was doing somebody's woman, gets caught in the act, flees the scene thru a second-sorry window, lands awkwardly, man roughs up woman, she calls the cops. So he's not criminally involved, but is potentially a witness.
