Well technically, no, but he was also hired/ took the job knowing that massive sanctions were coming...it's the reason Carroll left and why so many others turned the job down; they were partially looking for someone to wait it out.
The sanctions that came down came down from the Reggie Bush regime/era from some of the other coaches.

Well the recruiting scholarship sanctions end with this next class (2014) and the overall scholarship reductions end with the next season (so the end of 2014)
They'd still be coaching a program under probation however, but all the reduction penalties would be gone within a year.
Fowler just said 2 more years with 10 scholly reduction. So they would be playing with 75 rather than 85 next two I'd assume. Not that bad really
The imposed scholarship reduction penalties put in place following the Reggie Bush case are set to expire with the signing class of 2014 in February. The 2014 season also will be the final year of the 75-player roster limit imposed on USC.
