The kid is listed at 280, he isn’t small, he definitely looks like he can hold another 30-40 pounds

I suspect Fitz would look at him and Nix the idea of his recruitment immediately. An OL kind of requires that his weight distribution be centered more below the waist.

Of course, there is no way possible for more bulk in the lower body can be developed in a good S&C program. We can take some linemen that are destined for a redshirt, right?

Legs are difficult, I think. He looks to me like he should be a good candidate for defensive end if he's athletic enough.

The problem is this. Many have rightly posted on here that it is much more difficult to move from OL to DL. If he isn’t being recruited as a defensive lineman now; there is probably a good reason.

Not for an OT. OTs play more in space and need to be quick-footed. I think most OL coaches would tell you they prefer guys coming out of HS with slender legs, long arms, and more developed upper bodies.
