Incentivize people to not pay their bills is one of the many problems this would cause.

I think that Biden definitely won the climate change and energy use question. He was a lot more direct on what he believed, and offered specific solutions. He messed up his delivery of the drilling argument, IMO...but I think the definitely won that mini-question (his first win, IMO)

Not so, sir. He may not be right (we won't know for a while) but there are few true authorities who will challenge him on it right now....heck, John McCain wouldn't challenge him on it.
