I can agree with that but it depends on motivation. If you're giving for notoriety, it's wrong.

Not all. Clinton made his out of office. Obama did similar. It’s the Sec of transportation and those jobs you have to worry about while in office but plenty of them do it out of office. They’re basically selling their networks and knowledge of how government or a department works and what the individual in charge is like.

Out of office it’s influence peddling. In office it’s corruption if money changes hands but if I were to present you a solid lead or gift after office for completely unrelated thing it’s legal. This is why all politics is dirty all of it. You just gotta decide if any are gonna give back to the taxpayer and citizens.

Their intellectual property isn’t that valuable… it’s what they can do for others that is.

I realize guns are not your thing. I'm sure there are things that I would think are wasteful. You also have to remember that collectors collect. No different than coins, stamps, dolls. Many are investments. It's not always about hunting, protection, over throwing governments, the apocalypse, etc..
