I'm sorry killing randos in a mass shooting or being a serial killer is worse than guys arguing over drugs or gang stuff and shooting each other.

The black murders for the most part are due to being placed in a high population density/ high poverty environment and the crime that comes from those situations. That is mainly due to systemic and institutionalized racism.

Why is the mass shooter or serial killer the way they are?

Not at all. Not in any subject. Maybe when I was in sixth grade but I doubt even that. If you grew up in the state of TN there is a 99% chance I had higher test scores through school or on college entrance exams. That is a literal fact. As an adult its laughable to even suggest you are on the same level mentally.

Not compared to rural areas which have the worst education and health.

Suspect in child rape arrested after more than a month on the run
police have caught up with a rape suspect wanted out of Erlanger. Billy Ray Holt faces charges of rape, sodomy, sexual abuse, fleeing or evading police and bail jumping.

The charges involve a child known to Holt.

Police tried to arrest Holt and Jessica Dietz on May 29 but they say the couple got out of a cab and ran into the woods behind Skye Drive in Erlanger. They conducted an extensive search but they got away.

A Waynesville police officer has been charged with rape and other sex crimes involving eight suspected victims for offenses prosecutors said happened before he was hired by the department, court records show.
Peyton Kocevar, 22, of Centerville, was arrested by police Thursday night after a warrant was issued. Kocevar is charged with seven counts of rape and two counts of gross sexual imposition. His bond was set Friday morning at $500,000 and he was ordered not to be in contact with any minors or witnesses.

According to a news release from the Washington County Sheriff’s Office, 23 year-old Jordan Ross Dieffenbach convinced a 12 year-old girl to meet him at Little Hocking Elementary School after messaging her on Instagram.

The girl and her 8 year-old sister met Dieffenbach in the building, which is within walking distance of their home. Authorities say Dieffenbach paid the younger sister to leave and to keep the meeting a secret.

The 8 year-old ran home and got the girls’ mother.
