I don't know if the post TLC RAW was necessarily correct booking for Reigns (although that may have been the best he's ever been presented), but more about WWE cramming what would have been typically a months worth of story into one night. That night and this past week with Shane's return are probably the best episodes of RAW in the past year.
Because of that, I don't think they should rush and decrease the number of PPVs yet. Creative struggles to give decent angles from month to month, and now they're thinking about making the gap between PPVs larger? The creative department at WWE needs a serious overhaul in how they build feuds, then once the stories get better they can decrease to like 9 or 10 PPVs.
If they do decrease the amount of PPVs I really hope they get rid of the gimmick ones. Having the Extreme Rules show right after Mania, when the feud is still new, really doesn't feel right.
That's the point of fewer ppvs. More time to build and strengthen feuds
