then feel free to explain what I'm missing

Currently, several programs receive federal funding for medical monitoring and treatment programs. Those programs include: Fire Department of New York WTC Medical Monitoring Program, New York/New Jersey WTC Consortium, WTC Health Registry, WTC Federal Responder Screening Program, Project COPE, and POPPA (Police Organization Providing Peer Assistance) program.

As of March 31, 2010, a total of 52,700 individuals were enrolled in the WTC Responders programs (about 4,500 of these were enrolled in the national program). During the previous year, 24,100 of these enrolled responders received monitoring exams, and 13,300 received treatment through five clinical centers of excellence. These clinical centers are supported by two data and coordination centers.

The Responder programs have been funded by the federal government since FY2003.

arguing fire fighters have inadequate funding for these programs is absolutely absurd. never in american history has one group been provided this type of support after a disaster.

This is not a Democrat or Republican issue. Tom Coburn wants the bill paid for with spending cuts and claimed no hearings had been held. The bill IS paid for. At first, it was paid for by closing a tax loophole on foreign industry operating in the US. Method of paying for the bill has been changed to taxing products made by companies that get US contracts outside standard international trade deals. Hearings WERE held in June. Colburn didn't attend despite being a member of that committee.
I obviously think this should get done. These guys tackled an unprecedented task when we needed them the most. This should not be a partisan issue, but in todays climate it has become one. This is not welfare. This is about taking care of our own people. The heroism displayed during that awful time was uniting. We all stood together then. Why do we stop now? This has zero impact on the deficit. The politicians hailed the patriotism of these responders time and time again, and now they stand in the way of helping them when they need our help. We, as a nation should answer the same call these individuals answered. Some things are above party and politics. IMO this one of those issues. They were there when we needed them the most. We owe them nothing less than the same.

We don't owe them anything. I don't personally owe anybody besides my own family a single penny. Crap happens. People die. With that said, I would pass this if I could truly make sure it was deficit nuetral. The CBO has become a joke anymore when declaring things as deficit neutral. We also don't need deficit neutral bills we need defecit reducing bills. That still said, I would pass this. These people have been through enough.

See your point. Maybe 'these people have earned this' would have been a better choice of wording.

I personally believe that if a soldier has a child and he dies in combat the child needs to be given 25k towards college and the family a 250k death benefit. This has nothing to do with FF's or PO's but it does go towards funding things because they are right.

No qualms with that. I guess my overall point was that we need to look after those that make the ultimate sacrifice or sacrifice their own overall well-being for our safety when they are in need of help/protection.

Totally 100% agree with this. Freedom comes because some make the ultimate sacrifice.
