Runners have to be outside the white line.
While still in the dirt Jay was inside the line until the last 2 steps. It's stupid but it's the rule.

question for you baseball guys, why does that runner interference call make the other runners return to their bags? Doesn't seem right to me that it had nothing to do with the other 2 runners and they also have to return to the bags considering if the runner was thrown out at first without interference, the other 2 runners would've still advanced.

It’s considered a dead ball so runners return to previous base. I agree with your logic though.
