Justin Martin just got his Official Offer from UT...
this may clear a few things up on the recruiting trail about who is in/out... doesn't seem they are going to wait...

Curious because I don't know. Does the "official offer" lock UT into the recruit at all or is it just another recruiting tool? An "official offer" is not a LOI to sign so I'd think UT does not have to sign a kid just because they sent him an "official offer". Or am I wrong on that?

This is a great call by CBJ and staff. We need instant help at CB next year. You land Martin to go along with Miller, along with the 2014 class DBs, and you have a solid foundation. I think we will build our mansion on that foundation in the 2016 class in terms of pure lock down CBs. I'd say we have at the most 5 spots left, and that's assuming 1-2 guys don't make it in that's already committed. I think a haul of Shy, Martin, Richmond, and Phillips/Sapp/another DB??? would be a great way to end this recruiting class.

it doesnt lock him in, he could sign a LOI with another school, but its been said because of his unique situation,he cant OV until December,Butch is basically saying we don't have to wait,we want you and sent him this official offer... I don't think they are sending these out to everyone they have "offered",only people they are VERY serious and will take no matter what... IMO...

I think its Shy,Richmond,Sapp and a CB... do they make room for Phillips,because it appears he won't make a decision for a while...CBJ is filling up the train and its leaving the station,get on before the train pulls away... Martin may not make a decision soon either,but you CANT turn him away,he is a difference maker day 1 and has 4 to play 3 I think...
 
What was the amendment that the NCAA made about unlimited contact if a recruit signed a financial aid agreement? Does someone signing an official offer clear the way for unlimited contact or am I misremembering that?

They tightened that up...the recruit can only sign that agreement with one school...not sure how JCs work.

The official offer is just an offer in writing. It has no binding ability on either party. The financial aid agreement binds the school to the athlete, but not the athlete to the school. It does act as a contact restrictor though, as once an athlete signs an aid agreement, only the school he signs the agreement with is permitted to contact him.

All of that IIRC.

Thought I read somewhere they could sign multiple but only unlimited contact with the first one. I obviously don't know either way, would be helpful if someone could find the bylaw etc.

So, in December, the NCAA, in an attempt to close this loophole before it became a giant mess, ruled that only the program that first signs a prospect to a financial aid agreement is allowed to publicize the signing and text or call at free will. In theory, it should fix the problem. There's not much incentive to accept a recruit's second signature when only the first school reaps the reward.

As a part of its April meeting, Division I Legislative Council members decided that schools may continue to recruit with relaxed recruiting rules prospects who sign financial aid agreements for mid-year enrollment. But if that prospect does not enroll at the school, the school will be considered in violation of recruiting rules.

The decision came as part of a Southeastern Conference appeal of an interpretation of a rule that allowed schools to have unlimited recruiting contact with prospective student-athletes who have signed a written offer of financial aid with the school.

The change created an unintended scenario in which prospects (most often mid-year enrollees) signed multiple offers of financial aid and coaches were incentivized to recruit prospects to sign so they could recruit without restrictions. The act of signing the agreements then lifted recruiting restrictions for that prospect with more than one school and created what some termed an unhealthy recruiting environment surrounding mid-year enrollees.

The official interpretation said that only the first school to sign a prospect to a financial aid agreement was allowed the unlimited recruiting access, but many schools indicated a concern about inadvertent violations. Schools often aren’t aware when prospects sign financial aid agreements with multiple schools and in what order. The interpretation was rescinded as part of the council’s action.


So if they sign it, and you recruit with reckless abandon, and then you don't get them signing day, you get screwed with a bunch of violations it seems. Would be interesting to find out if anything new on this since April, but haven't found anything yet.

That's the recruiting lesson for today.
