When someone uses "steal" in this context, it pretty much always means that the prospect was worthy of a higher rating, but for whatever reason (injury, grades, etc.) they were ranked lower. However, they are expected to come in and play according to their deserved ranking, thus making them a "steal". No, it isn't 100% accurate but I think that is generally the accepted vernacular for this situation.
Thanks for the nice explanation. I guess I don't agree with the term but, I'm just like that. I've learned to be very specific with what I say due to my profession. I would have just said he's underrated, but it's no big deal.
