That's what you'd call a caveat in regards to Sapp. There are other linebacker recruits that can't seem to see the field.
We mostly only play 2 LBs at a time.
Jumper has played all year.
Kirkland has been injured nearly all year.
Reeves-Maybin injured nearly all year.
Sapp out for the year.
Cortez McDowell has played a lot - injured at A&M. Elliot Berry has played. Dillon Bates has played.
Other than Gavin Bryant I've got no idea who all these LBs that aren't playing are - please make a list.

Bynum, Bates, and Bryant. Everyone else has seen the field and played ok. Bynum was just someone he had to recruit his first year. He probably wouldn't be someone we would recruit the last few years. Bates has had injuries and just hasn't developed along with Bryant. Hasn't been a long list. I would say most teams would struggle if they lost 4 LB's who would play significant time.
Sounds like you may be confusing recruiting misses and development.
Some players don't contribute until they are upper class men. Ellix Wilson was great his senior year, but did very little prior to that. Robert Ayers was another guy who did very little his 1st 3 years on campus.
The drop off between JRM and Kirkland to the other players is more significant than it should have been. We're talking about upper classman that wouldn't see the field if it hadn't been for injuries. Yes, I think the development of the linebackers has been questionable.
