You may be right, as I can't remember exactly how the rule works now, but you realize that link mentions nothing about sitting out a year? Well, actually it does mention it, but it doesn't mention it going away. The only thing that article addresses is that schools can no longer block a player from talking to certain schools.

They have the power to, yes. As in they have the power to pass a rule that is more strict than the NCAA rule. No such rule exists, however.

I guess you could argue that they could hold a special meeting and single Fields out and say he can't transfer. That would never, ever, ever happen. That would get overturned in a heartbeat without a bylaw to support it.
