Not in that case (not all offensive penalties result in the runoff), but 1 second isn't enough time to snap the ball while having to wait for the ref's whistle (you need about 3 for a snap count) unless you guess and just happen to snap it right at the whistle (and I'm pretty sure you can't get away with doing that...I'm not even sure how set they let all the offensive players get before the ref sets the ball and blows the whistle).
Miles can start packing --- losing to that gimmick 2 QB offense is possibly the last straw for him --- Malzahn might be happy now but I bet he is out as well
