True, they can through legislation tie funds to certain initiatives. Has a bill been introduced tying federal funds to mask mandates?

Legislation to tie funds to certain initiatives. You have got to be kidding right? Executive Orders are in vogue now and as we have seen the President can take funds from wherever he pleases.
