I quoted total votes cast. Not registered voters, and not people of voting age (thats what the article you linked used which is weird). A 10% increase in total votes cast seems significant to me. No?

Trump received ~62.9 million votes in 2016, ~68.8 million and counting now, which works out to a 9.38% increase with more votes still to come in. Given that nationwide trend, no, a local 10% increase isn't that weird

That's how Wisconsin calculates turnout. That's why the numbers seem so drastically different. They aren't. They has 70 percent turnout in 2012, and slightly higher this time.
