Yes and no. A far better method would have been to require that legislation be simple - one item in plain simple English (no attachments - no riders - no poison pills), and clearly annotated to include who wrote it, why it is needed, what it is supposed to fix/prevent, why and how it fits the Constitution and amendments. The when we see that that so and so voted against something making him a traitor to his own brand, fiscally irresponsible, or whatever, we can decipher the whole truth behind the vote. That's the turning point for responsible legislation and against bought and sold legislators. Most of the tax code, for example, would never have seen the light of day under those conditions, but it wont happen because legislators don't want transparency, and short of a constitutional amendment, it could never in our wildest dreams become a requirement.
