Now you do bring up a good point here.Yeah, how would the guy who controls the pieces of paper that the machine is designed to count, but isn’t a computer programmer, figure out if the machine counts the pieces of paper...
Why not just fire it up and run a control group of a few thousand ballots through to see if it spits out the right result?

A configuration audit is not a design review. I posted details of the differences a few pages back.
All an audit does is validate the configuration of the system. It does not validate the outputs vs inputs generally speaking.
But again I’m couching this all on inference from the SoS actual statement. I’m assuming he or his staff isn’t qualified to conduct detailed reviews of the design merely confirm his system configuration conforms to what the paperwork says it should be.
But that in no way addresses the claims Powell is making and is hopeless to even have a chance to do so.
Remember when VW diesels passed emissions tests with no problem ... and then somebody discovered that there was this little piece of code that turned emissions controls on and off depending on whether it was being tested or driven? Now if you ran a test like that and the machine couldn't tell real data from test data, and the system was locked down and couldn't be manipulated, then you might have something ... assuming there wasn't something in the machine that said "Aha, we're past 50,000 votes, it's not a test and adjusted the operating SW". There are too many ways to cheat with software; you have to know what it does line by line.

In addition to actual design reviews another common part of the delivery is FAI or First Article Inspection. That is an audit in every sense of the word. It in no way is any kind of a test.
