A lot of the legislation he signed took normal state/shared powers and essentially federalized them. The federal administrative state got involved in state/local areas that it never had before, for example the CDC, NIH, etc...

Yes, he left reopening decisions to states but this was a federal power grab through the nonstop printing of $$$$...
