Would be an unnecessary allocation of those resources. Throughout Obama's 2nd term, Trump was critical of him for his use of Executive Orders and for circumventing Congressional approval to meet his agenda. Trump is on the precipice of doing something Obama never did... declaring a national emergency and using the military construction budget, just so he can tell his base that he fulfilled a campaign promise. But after all, this is an administration that thinks that being asked to tell the truth is a "perjury trap," so I'm not surprised she was offended by it.
