Yes it does. I guarantee there's stuff our country has done we will never know about.

Surely. But in the scenario we're talking about, you not only have to keep everyone involved on our end quiet, the terrorists have to keep our involvement secret as well. The more people involved, the more likely the leak. I'm not saying it's never happened, but I don't think it happens with any regularity, and we are certainly not the #1 supporter of terrorism in the world.

I'm not sure you really understand what "terrorism" means. Bosnia is the only one that might come close to the US supporting terrorism, and even that is pushing it.

One could argue that the US sponsored terrorism in Chile during the Chilean coup d'état in the 1970's; however, I still think that's a bit of a stretch.
