Yes. We used to put those helpless people in institutions so that vast majority of vagrants were easily identified as shiftless people who didn't want to work to support themselves. Then someone decided the institutions were inhumane, some were and some were not, so we let loose a horde of lunatics who really should not be loose in society. We're never going to spend the kind of money it would take to alleviate these problems without removing antisocial individuals from society.Seems silly to compound a poor person's problems by fining them for being homeless. It doesn't really address the problem. It just pushes them down the road to be someone else's problem. I can understand why that might be attractive to some, but truthfully, we need to find ways to help those can be helped. Not all people are homeless through fault of their own. Not a fan of abandoning people in need, but I also realize, they have to be willing to help themselves as well. It can't be a one way street.
Problem is that only a small part of the homeless are actually poor because of circumstances. Most are drug addicts or mentally ill and no long term services exist because you can’t help someone who refuses to get it. It was the entire government. Republicans wanted to slash the money. Dems wanted to be “compassionate”. Both were wrong right at the same time mental illness went up bc we were giving kids and young adults drugs for everythingReagan was a liberal?
Edit: Reagan didnt necessarily close all the state institutions but he undid some Carter initiatives to try and help the problem.
A third of inmates in the Hamilton county jail are on psychotropics. Meaning they have mental issues. Imagine for a moment how much taxpayer money is being spent on a mental health issue via the policing system. But since you can't involuntarily commit them for things like vagrancy, trespassing, public intox, etc. they'll be given a fine they'll never pay and released into the wild to do it all over again. This increases their interactions with police and increases their chances of being beaten or shot. But putting them in an institution to get help would be an affront to their liberties. We'd rather let them play street roulette and see how it goes.Yes. The worst thing that ever happened to Knoxville in terms of this is Lakeshore closing down.
