The trick is to limit that as much as possible. Since 99.9999% of us would probably agree (taken by a scientific poll of asking myself) that getting killed it bad, being robbed it bad, getting beat up is bad, having our stuff destroyed is bad and getting conned is bad, then we have a starting point. That vast majority of rational human beings agree with this list. If we limit our government to this morality and leave anything not agreed upon near-universally to personal preference instead of law, then I think we would all be better off.
