Nice arm bar by the DB well before the ball arrived. Pretty sure that's Pass Interference all day long. Should be evident to the ref's when the WR can only get one hand up for a few seconds there.

The ball actually lands on the defender's outstretched arm, and his arm seems to cushion the ball, and then North pulls it in with his paw.
