This was a play with loads of irony in it. The defender violates a rule and arm bars North to keep one of his arms down. Then, the defender reaches across North's body with his other arm as the ball is landing on North's shoulder. Then, North secures the ball against his shoulder with an assist from the defender's arm. I don't think that is a completion if the defender didn't have his arm reaching across North's body. Ironic.
