On my way to work this morning Gant was on a local radio show in Memphis. He said he wanted to clear up any misunderstanding and stated that cold beer sales will not be outlawed. The misunderstanding has something to do with the bill's caption. I guess the caption of the bill is all that's being seen. The bill will encompass things they hope will reduce drunk driving. But he said a few times, outlaw of cold beer sales will not be in this bill.

He didn't get into details of what the bill may be. It sounds like they are still discussing ideas. Something mentioned was possibly cutting off alcohol sales after a certain time each night. Or having restaurants/bars have a cap on how much they can serve one person if no DD is with them. He kept stressing increased awareness for drunk driving. Maybe the caption was just to get attention. Maybe it's something they floated just to see how people respond. But he said nothing in the legislation will end cold beer sales at groceries and gas stations.
It is challenging to put any belief into what a politician says. I also am aware the press will massage a headline to grab the most attention. Thanks for the clarity today. Only time will tell what is really going on.

Going to really hurt craft brewery's. They are already dealing with a hops shortage and declining sales.
Won't work, similar measures been tried in the past. From the time of Noah until today, people just like the buzz and stupor alcohol provides. Folks are addicted to it, so no rules, laws, and even the threat of death itself will stop them. Their slogan, perhaps it: "Candy is dandy, but liquor is quicker."

and its not like there isn't the easy fix in the world for this new law. Ice in a cooler and you have cold beer. There are also all types of chilled cup holders and even cozies.

From what I understood, as someone that's not a lawyer, a caption bill can be used as a placeholder. The content of the bill cannot be broader than the caption. The current caption of "Notwithstanding another law to the contrary, a person or entity holding a beerpermit issued under this chapter shall not sell refrigerated or cold beer at retail." is only a placeholder. It's extremely broad just to give room for ideas to discuss what the content of the bill will be.

In order to prevent a delay on certain legislative issue, lawmakers will frequently file a caption bill that deals with the larger section of law they would like to change.

An example is House Bill 2845 from Rep. Ron Gant.

On its face, the 27-word bill states anyone with a beer permit “shall not sell refrigerated or cold beer at retail.” But located in its summary on the House website is a notation marking it as a caption bill awaiting an amendment.

That is, it was introduced as a placeholder to allow the lawmakers time to amend it to better suit their intended purpose. It can be completely rewritten through an amendment brought in a subcommittee or amended further to be more or less specific as needed.

You could fill a cup full of ice at the fountain drink station, and pour your warm beer into the cup.

The fact that he won't specify what's actually in the bill tells me there is more to it. The guy is a POS, he's the kind of person that when something bad happens to him he wants to f^ck with other people instead of dealing with his own misfortune. He needs to be voted out of office.

I wasn't sure if they were just talking about take home beers, but nope, they want to limit how much you can drink out at a restaurant or other place.

"What this legislation does, is if you cannot prove that you have a designated driver then this legislation would put a cap on the number of drinks that you can be served," he said.

are they going to create a database? Or are you just encouraging people to drink and drive more? "Oh I have had my two beers here and can't have any more? Lets drive across town to this other place, and have two more....."

It's asinine, the guy is a POS and this bill as you said needs to burn. This POS is not different than crap gun grabbers come up with.

Anyone can file a bill. No where is it required the bill be a good one. The rest of the legislature realizes passing this results in a whole new legislature after the next election.

Anyway, news media picks up on this and reports a headline of "Republicans want to regulate cold beer!" and everyone responds like minnows to bread dropped in the water. Does anyone expect the Nashville media to actually report on this truthfully?

This is a big nothing burger. Bill is dead.

I am referring to the fact that people loving to drink is from ancient times to now. Basically, that alcohol is humanity's first drug problem. That's as far as it has to go. BTW, Shirley and I are having beef tacos, blue corn chips, Avocado Feta Dip, and Corona Premium. You know, something light for Friday movie night. And no Tennessee law is stopping us.

I don't know the man and cannot argue against your point. I do say, on the scale of unforgiveable sins, this is perhaps not a big one. If he has a history of proposing bills of this nature, then yep, dumbass go home.

There are still a bunch of RINO Republicucks in the TN state legislature and even have one as governor and lieutenant governor. Slowly we’re getting rid of them just like the ones at the federal level.
