'19 CA ATH/WR Horace "Bru" McCoy (Tennessee commit)

What "eligibility" is possibly in question?
The question surrounds his double transfer. Technically the move to UT would be his 3rd transfer. USC to Tex to USC to UT. The question is, did players get a clean slate when the one time transfer rule was passed or does he still need a waiver?

Thanks. That seems crazy to me, though. It isn't like McCoy had already taken advantage of the free transfer, so he isn't double-dipping on that new idea.

The NCAA should no longer be able to enforce anything

I understand the frustration and it's a sentiment that seems widespread; the NCAA has lost its mandate to make or enforce the rules. That opens a lot of doors when teams decide to pick and choose which rules they follow, or if the NCAA neuters its own enforcement arm.

85 roster limit, optional. Limits on how often and when a team can practice, optional. Limits on direct payments to athletes from schools, optional. Requirements to take classes, be enrolled in school, get passing grades, optional. Requirement that recruits finish high school or Junior college, optional. Limits on number of years a college athlete retains eligibility, optional. Limits on how many times, or when, a player can transfer to another school and participate, optional. I guess if teams want, they could hire the other team's quarterback at half time. It may all sound silly, but that's the endpoint of no functional governing body.

He should still get a waiver because he technically sat out last year.

That would get you a waiver before the transfer rules.

I'd say we shouldn't have to worry

But the NCAA basically improvised a rule in the 11th hour to keep Byron Young out last year, so I wouldn't be surprised if they screw us here.
