'19 CA ATH/WR Horace "Bru" McCoy (Tennessee commit)

Seems like the NCAA just decides who to screw over based on who they like and don't like. It doesn't take this long to look at the facts and decide. Some get the nod in a matter of hours/days, everyone else gets a finger. Buncha overpowered, self-important traffic cops that can hide behind bureaucracy.
Doesn’t help that Sankey has power either. Really need more neutral conference leadership.
 
Who has to respond? Did USC not enter him into the portal? The same school that did not allow him on campus even after he was cleared by law enforcement and forced him into a redshirt year. Berryvol just had a great post about Powell on the BB board, who obviously has transferred more than once and has already been cleared to play at his next stop.
USC had no choice to enter him into the portal. They have to if it is requested. You may be thinking of the old days, "Permission to Transfer" model. Since the portal days began they go by a "Notification of Transfer" model. The player TELLS them he/she is transferring, the school cannot stop him from being able to be contacted by other schools.

On the other side, (I'm sure this will sound familiar because apparently Pruitt was "nice" about these things...or was it Barnes? I forget), the initial school can help support the transfer...or not.

Bru has NEVER avoided sitting a year by using the rule change. This would be his FIRST time to use ONE time.
The one-time model EXCEPTION doesn't care about whether or not a prior waiver was made. That said, you could put it in your packet and hope they consider that in the WAIVER.

I do not know how you can read the supporting documentation on the original and morphed rule and not reach this conclusion....

INDIANAPOLIS -- The NCAA Division I Board of Directors ratified a rule change Wednesday that will allow all athletes who have not yet transferred the ability to do so one time in a college career and be immediately eligible to play.

I think every athlete has one available until they use it to obtain the ability to compete without sitting. That did not happen at Texas or USC.
How can you use it if you are not enrolled or on a campus during a season? Can you use an exemption during a year you do not use a year of eligibility due to participation? I don't see how.

Seems like it should be penalized for a school to be able to **** with a recruit out of (what appears to be) spite but it's the NCAA so, I expect literally nothing.
There should be a deadline the former school has to meet for people who transfer out. Not meeting the deadline should result in stiff penalties. They talk about protecting players and doing what's best for them as a student/athlete, it should be that way coming and going.
 
Over or under, will Bru McCoy be eligible for the Pitt game?

I had this same thought. Tennessee always seems to be the one playing nice in compliance matters and we’re punished for it.
